Novlo Vro Vrët (/ˈnovlo/ /vro/ [confident] [book; novel; magazine]) is a subtropical Town located in the Ko̠ktugttö Moot of the Viceroyalty of Rosid.
The name Novlo Vro Vrët is derived from the Wood Elvish language, as Novlo Vro Vrët was founded by Bhorlis Wudush, who was culturaly Wood Elven.
Climate
Novlo Vro Vrët has a yearly average temperature of 13°C (55°F), with its average temperature during the summer being a warm 26°C (78°F) and its average temperature during the winter being a cold 1°C (33°F). Novlo Vro Vrët receives an average of 148 cm/y (58 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Novlo Vro Vrët covers an area of nearly 5 km2 (2 mi2), and an average elevation of 3852 m (12637 ft) above sea level.
Overview
Novlo Vro Vrët was founded durring the early 12th century in fall of the year 1128, by Bhorlis Wudush. The establishment of the new community went well, with no major obsticles durring construction.
Novlo Vro Vrët was built using the conventions of Wood Elven durring the early 12th century. Naturaly, all settlmentss have their own look to them, and Novlo Vro Vrët is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Novlo Vro Vrët is is constructed arround a semi-circular broad packed earth mainstreet, with smaller strait roads linking the circiles to eachother at varrious points. The town is protected by a series of wooden fences ringing the town's parimiter, which are likly intended to keep varrious beasts out of town rather than protect it from attack by any intelegent agents. The town's bare minimum defences are visibly old, but also obviously maintained semi-regularly. Its likly the local malishia or garrison are tasked with ocasional mantance of the towns defences.
A look around Novlo Vro Vrët makes it abundantly clear the town suffered something horrible some time ago. It’s a quiet town filled with closed scriptoriums, people quietly yet dejectedly reading in isolated places around town, and the occasional book laying in a heap of garbage.
Civic Infrastructure
Novlo Vro Vrët has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.
Novlo Vro Vrët has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Novlo Vro Vrët. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Novlo Vro Vrët's parks.
Novlo Vro Vrët has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Novlo Vro Vrët.

Novlo Vro Vrët has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Novlo Vro Vrët's public wards, blessings, and other arcane systems.
Novlo Vro Vrët possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Novlo Vro Vrët's grid is powered by a boiler and turbine based power plant.
Novlo Vro Vrët's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Novlo Vro Vrët has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Novlo Vro Vrët's natural decorations nor waterways.
Novlo Vro Vrët has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Novlo Vro Vrët has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Two or more groups of citizens within Novlo Vro Vrët hate each other. Their neighbors or the local law have kept things from too-overt violence, but members of the groups will constantly interfere with their rivals and cause whatever misery they can get away with. This hate may spring from recent events, or it may be an inherited spite from old wrongs.
Novlo Vro Vrët's garrison was built using a different architectural style from the rest of the town. The style used has a sleek, linear appearance with stylized, often geometric ornamentation. The primary facade of its buildings often featured a series of set backs that create a stepped outline. Low-relief decorative panels can be found at entrances, around windows, along roof edges or as string courses. It was best known for its use of smooth finish building materials such as stucco, concrete block, glazed brick or mosaic tile. Decorative details can incorporate various artistic or exotic motifs to suit the building's function or the architect's whim. Chevrons, zigzags, and other geometrical motifs are common forms of ornament.

The Elawah near Novlo Vro Vrët are known to be a mutant strain of the creature.
Novlo Vro Vrët's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves destroying a prepared ritual vessel to channel Summoning energies of tier 2 via throat singing.

Its winds were so great they picked up unsecured objects and flung them with enough force to smash brick and skull alike. Buildings collapsed under the gale, burying countless people alive. The storm's devistation was focused on the area arround Novlo Vro Vrët, which lost 117 people, 395, and 84 livestock in the disaster.. History remembers the strom as The Storm of Grieving.
